Before 2006, our country mainly relied on universities and research institutes to build State Key Laboratory, and the research and development achievements made by universities and research institutes were transformed into enterprises, which inevitably led to a certain degree of disconnection between scientific and technological achievements and practical applications.
In order to strengthen the close integration between science and technology and economy, and improve the endogenous innovation ability of enterprises and industries, the Ministry of Science and Technology issued and implemented the Guiding Opinions on Building State Key Laboratory by Relying on Institutes and Enterprises in Transition in 2006, and comprehensively started the work of building State Key Laboratory in institutions and enterprises in transition that year, thus creating a new situation in which enterprises are gradually and rapidly building State Key Laboratory.
As an important part of the national technological innovation system, the enterprise's State Key Laboratory is an important base for carrying out basic research on industry applications, gathering and cultivating outstanding scientific and technological talents, and carrying out scientific and technological exchanges. It is also an important platform for developing common key technologies, enhancing technology radiation capabilities, and promoting the integration of industry, education, and research. It will drive and promote the continuous improvement of industry technology level and enterprise independent innovation ability.
As a technology intensive enterprise, State Grid Corporation of China also has its own laboratory system. At present, State Grid Corporation of China has formed a distinctive three-level R&D and experimental capability at the national, company, and unit levels, with a total of 18 national level laboratories, 84 State Grid Corporation level laboratories, and more than 400 unit level laboratories, covering the core technical fields of power grid planning, construction, operation, and management.
Since the "12th Five Year Plan", SGCC has built an UHV test and research system centered on "four bases" (UHV AC test base, UHV DC test base, Xizang high-altitude test base, UHV tower test base), creating 34 world firsts; Established a large-scale power grid planning simulation research system with the State Grid Simulation Center as the core; Established a power metering experimental research system with the State Grid Measurement Center as the core; We have established a new energy generation grid connection research and testing system with the National Energy Large scale Wind Power Grid Connection System Research and Development (Experimental) Center and the National Energy Solar Power Generation Research and Development (Experimental) Center as the core.
Major breakthroughs have been made in key technologies such as the construction and operation of ultra-high voltage projects, coordinated control of AC and DC power grids, intelligent scheduling, new energy grid integration, grid disaster prevention and control, flexible AC transmission, and flexible DC transmission in laboratories at all levels. These have provided technical support for the construction of major projects such as ultra-high voltage transmission and transformation projects, Sichuan Tibet interconnection projects, national wind and solar energy storage and transmission demonstration projects, smart grid demonstration projects, and the safe and stable operation of power grids, This provides strong support for strategic decision-making in power grid operation, enterprise management, and other aspects.
In the transition from technology following to technology leading, State Grid Corporation of China has always regarded technological progress as the primary driving force for the development of the company and the power grid, with the strategic goal of building a world-class power grid and an international first-class enterprise. Improving independent innovation capabilities is the core element for transforming the development mode of the company and the power grid and enhancing the company's competitiveness.
