Since the deployment of a new round of rural power grid renovation and upgrading by the government in February this year, Southern Power Grid has adhered to standardized construction while also taking into account regional differences. By combining precision upgrading of rural power grids with precision poverty alleviation, it has quickly completed the planning and implementation plan for the new round of rural power grid renovation and upgrading. After the previous round of rural power grid renovation, the five southern provinces and regions have already fully achieved "household electricity connection". However, connecting to electricity does not necessarily mean using it well. It is understood that some rural areas still face prominent issues such as outdated independent small hydropower grid structures and unstable power supply.
Recently, Dabaoshe Village in Qiaoshan Town, located in the revolutionary old area of Yiliang County, Zhaotong City, Yunnan Province, has completed the renovation and upgrading of the rural power grid. This small village, which only has 17 households, used to rely on private small hydropower for power generation. After renovation, the villagers have used stable power sources from the large power grid. Villager Wang Shengquan said, "In the past, the voltage was not very stable, and sometimes TV could not be watched. Now, the voltage is quite stable, and motors can be driven!" According to Zheng Waisheng, Deputy Director of the Planning Department of Southern Power Grid Company, there are 7600 small towns and central villages in the five southern provinces. Southern Power Grid plans to accelerate the transformation of these towns and villages' rural power grids, improve their living and production electricity conditions, and "let these 7600 'small locomotives' take the lead in running, promoting the development of the entire agricultural economy.".
During the 13th Five Year Plan period, Southern Power Grid will prioritize the allocation of 28 billion yuan for the renovation of rural power grids in small towns and central villages, as well as the electrification of rural machinery wells, and prioritize completion in 2016 and 2017. By 2020, the reliability rate of rural power supply will reach 99.82%
In February of this year, after the national deployment of a new round of rural power grid renovation and upgrading work, Southern Power Grid Company combined precision upgrading of rural power grids with precision poverty alleviation, and quickly completed the planning and implementation plan for the new round of rural power grid renovation and upgrading. According to the plan, during the 13th Five Year Plan period, Southern Power Grid Company will increase investment in rural power grid renovation and upgrading, with an investment of over 130 billion yuan. By 2020, a safe, reliable, structurally reasonable, and moderately advanced rural distribution network will be built, with a rural power grid power supply reliability rate of 99.82% or above, and achieve full coverage of power electricity that can be used not only for daily life but also for production. At present, the first batch of over 30000 rural power grid construction and renovation projects have fully started construction.
The planning department of the company stated that the new round of rural power grid renovation and upgrading project requires high technical requirements, a large amount of work, and a short construction period. Under the premise of standardized management, it is necessary to implement management innovation, optimize management processes, and shorten the construction cycle. To this end, the company will complete the construction of demonstration points in the first batch of projects in five provinces and regions in June, set a benchmark, and promote the comprehensive and accelerated implementation of the central village power grid renovation project from point to area.
